Delhi has taken a major step toward modernising urban waste management with the launch of the Malba Portal, a digital platform designed to streamline the collection, tracking, and scientific disposal of Construction and Demolition (C&D) waste across the city.

The portal was officially launched by Raja Iqbal Singh, Mayor of Municipal Corporation of Delhi (MCD), along with Municipal Commissioner Sanjeev Khirwar, marking an important milestone in Delhi's journey toward cleaner urban infrastructure and better environmental governance.

Developed by Trace Resource, the Delhi Malba Portal represents a new generation of digital governance tools for waste management, enabling citizens, contractors, developers, and government agencies to manage construction debris responsibly and efficiently.

Why Construction & Demolition Waste Management Matters

Rapid urbanisation in Delhi has led to the generation of thousands of tonnes of construction and demolition waste every day, making C&D waste one of the largest urban waste streams. Improper disposal of debris often leads to:

  • Illegal dumping on roadsides and vacant land
  • Dust pollution and worsening air quality
  • Blockage of drains and urban infrastructure
  • Loss of valuable recyclable construction materials

To address these challenges, the Malba Portal introduces a digital-first approach to C&D waste management, ensuring transparency, traceability, and regulatory compliance across the entire waste value chain.

What is the Delhi Malba Portal?

The Malba Portal is a technology-enabled platform that allows residents, builders, contractors, and institutions to schedule collection and ensure proper disposal of construction debris. Key features of the portal include:

Online and QR-Based Waste Pickup Requests

Users can easily request debris collection through the portal or by scanning a QR code, simplifying access to authorised waste management services.

Integration with Authorised Transporters

The system automatically connects requests with registered transporters, ensuring debris moves through approved channels and remains compliant throughout.

End-to-End Waste Traceability

Every load of construction waste is digitally tracked from the point of pickup to the final disposal destination, creating a complete and verifiable chain of custody.

Routing to Recycling Facilities

Collected debris is directed to designated collection centres and recycling plants, supporting circular construction practices and resource recovery at scale.

Supporting the C&D Waste Management Rules, 2025

The Malba Portal is also designed to support the implementation of India's updated Construction & Demolition Waste Management Rules, 2025, strengthening accountability and compliance for waste generators and urban local bodies. By digitising the debris management process, the platform enables:

  • Regulatory compliance for developers and contractors
  • Data-driven monitoring by urban local bodies
  • Identification of illegal dumping hotspots
  • Improved environmental enforcement across the city

Driving Circular Construction and Resource Recovery

Construction debris is not just waste - it is a recoverable resource. With proper processing, C&D waste can be converted into:

  • Recycled aggregates for use in new construction
  • Manufactured sand as a substitute for river sand
  • Paver blocks and construction tiles
  • Road base and sub-base materials

Delhi already operates multiple C&D recycling facilities, where debris is transformed into usable construction materials for infrastructure and development projects. By ensuring that debris reaches these facilities through an organised collection system, the Malba Portal plays a key role in enabling a circular economy for the construction sector.

Technology for Cleaner Cities

The launch of the Malba Portal highlights the growing role of technology-led environmental solutions in urban governance. At Trace Resource, our mission is to build digital infrastructure for sustainability, enabling cities, developers, and industries to manage resources responsibly.

By combining waste traceability, compliance automation, and circular resource marketplaces, platforms like the Malba Portal can transform how cities manage waste - turning environmental challenges into opportunities for sustainable growth.

The Road Ahead

Delhi's Malba Portal demonstrates how technology, policy, and governance can come together to solve complex urban challenges. The platform opens new possibilities across:

  • Waste management and circular economy
  • Environmental compliance and reporting
  • Urban sustainability and climate action

The Malba Portal is not just a platform - it is a step toward smarter, cleaner, and more sustainable cities.
