C&D Waste Management Rules 2025: New Blueprint for Circularity

The 2025 rules introduce stricter processing targets, mandatory digital tracking, and new obligations for bulk waste generators.

India's Ministry of Environment, Forest and Climate Change (MoEFCC) has significantly updated the Construction and Demolition Waste Management Rules originally notified in 2016. The 2025 amendments respond to a decade of weak implementation and introduce teeth that the original rules lacked.

Key Changes in the 2025 Rules

1. Mandatory Digital Waste Tracking

All bulk waste generators (projects generating more than 20 tonnes of C&D waste) must now register on the national Waste Management Information System (WMIS) and submit digital waste manifests for every load transported. Paper challans are no longer accepted as proof of lawful disposal for compliance purposes.

2. Higher Processing Targets for APFs

Authorised Processing Facilities must now process a minimum of 80% of inbound debris into usable recycled aggregate or other secondary products, up from the previous 60% target. Facilities that fall below this threshold for two consecutive quarters face suspension of their APF licence.

3. Extended Liability for Bulk Generators

Developers and contractors are now jointly liable with transporters for illegal dumping. If a load is tracked leaving a registered site but never arrives at an APF, both the generator and the transporter face Environmental Compensation. GPS tracking of vehicles is now a requirement for all registered transporters.

4. Recycled Content Mandates for Government Projects

Government construction projects with a value above ₹10 crore must now use recycled aggregate for a minimum of 20% of their aggregate requirement. This creates a demand-side pull for APF output that has previously been difficult to sell at competitive prices.

5. Urban Local Body Accountability

ULBs are now required to publish quarterly C&D waste management reports on their websites, including tonnage collected, APF utilisation rates, and number of registered generators. Non-compliant ULBs face withholding of Smart City Mission funds.

Implications for Industry

For developers, the key action is immediate: register all active projects on WMIS and switch to a digital manifest system before the transition deadline. For contractors doing demolition, ensuring your transporters are GPS-registered is now a contractual necessity.

For APFs, the 80% processing target is achievable with the right sorting equipment - but many smaller facilities will need capital investment. The rules include a provision for green credit incentives for APFs that exceed the 80% threshold, which may help fund upgrades.
